This happens less in large-scale professional sports, but in football and other popular sports, scouts also attend local events, small club tournaments, or games in communities. It's not replacing their main work, but because sometimes the best athlete in a city has never left their neighborhood.

It's rare, not systematic, but it happens. A scout living in the area might receive a call from a local physical education teacher or community referee saying they saw something special. The network is wide.

What really captures a scout's attention

Beyond where they search, what moves a scout to keep watching an athlete is consistency. Not one brilliant match or competition, but repeated performance. That requires presence at multiple events, regularity in visible training, and tangible improvement from one year to the next.
